JRS' Response to the EU Commission’s Green Paper on the
Future of the Asylum System
On 6th June 2007 the European Commission adopted a Green
Paper on the Future of the Common European Asylum System (CEAS).
The purpose of this Green Paper is to open a wide debate on the
future of a more harmonised European Union (EU) in the field of
asylum. This debate includes actors in the civil society. The
first stage of the CEAS is indeed complete after the adoption
and the implementation by the EU Member States of the Reception
Condition Directive, the Asylum Procedure Directive, the
Qualification Directive and the Dublin Regulation. The result of
the debate surrounding the Green Paper will inform the
preparation of a Policy Plan on Asylum, to be published at the
beginning of 2008. In turn, this Plan will form the roadmap for
future work by the Commission towards achieving the CEAS.
JRS welcomes this Commission’s initiative, as it puts refugee
protection back on the EU agenda. JRS takes this opportunity to
raise its main advocacy concerns regarding the use of detention
during the asylum process.
